Goal:

1.The Conference aims contribute in E-government development in Tajikistan

through sharing advanced experience and achievements of the Republic of Korea on this

direction.

Objectives:

The scope of objectives of the event is not limited by the following tasks:

  • Learning advance experience of Korean colleagues;

  • Innovation and Decentralization - E-government capacities to improve management

    in public sector;

  • State Strategy ICT for Development of RT: Achievements and Challenges encountered

    in the implementation process;

Organizing the International Conference on E-government contributes in more efficient implementation of ICT in public sector of Tajikistan through introducing the distinguished cases of Korean government innovation and decentralization. It is expected that this event initiates partnerships of interested in ICT4D organizations from both countries for more efficient e-government development in Tajikistan.

In terms of the size of the national economy, Korea is ranked 11 in the world and is a nation of great competitiveness in various industries including semiconductor, mobile phones, electronics, steel, and shipbuilding. However, competitiveness alone does not put a country into the ranks of advanced countries, nor does it ensure respect or recognition from the global community. For the happiness and fruitfulness of its citizens, competitiveness alone is an insufficient condition; rather the country must possess a culture, ethics, institutions and systems of the highest quality which are well balanced with the pace of the economy.

Government innovation and decentralization, two of the most important administrative tasks of the Participatory Government, aim to elevate the level of the public system of Korea one step further by creating a government that exists to serve its citizens and corporations, thereby creating a first-class nation that other countries will emulate. In this respect, Korea must transform itself from a nation that exports ‘hardware’ goods including semiconductors, mobile sets, electronic goods, steel and ships, into a nation that exports ‘software’ goods and services, such as our culture and cases of innovation. Already, Korean E-government has been ranked 5th in the world by the United Nations and a digital budget accounting system is being developed in joint partnership with the World Bank. Many countries have displayed their interest in Korea’s current efforts to eliminate corruption in the public sector and have moved forward to benchmark various other government initiatives designed to foster innovation and decentralization.

The State Strategy “Information and Communication Technologies for Development of the Republic of Tajikistan” (e-Strategy) determines administrative, economical and financial mechanisms of its implementation. This process is based on the principles of approaching goal-minded programs through monitoring and transparency of their realization. The e-Strategy justifies a strategical importance of the information technologies in the Republic of Tajikistan and formulates the objectives. To implement the e-Strategy its main goals has to be in the core of the Action Plans focused on utilization of ICT in various industries of the Republic of Tajikistan. The principal document in this process, that is capable to increase the efficiency of e-strategy implementation in the country, is E-government Action Plan with clear steps of ICT implementation in the public sector. Learning advanced experiences of successful in this direction countries, like Republic of Korea, has every opportunities to speed up efficient Action Plans development oriented to meet local needs and to empower their implementation process in the public sector.
